Here’s the Bear brand name website,

You need to take him with you and find one to fit him. That doesn’t mean necessarily going out and buying a brand new heavily advertised bow, they are not always the best for him.Take him to an outfitter, when you are ready and have him try out as many as it takes to find one that’s right for him. We have an excellent one about 40 miles from us that we purchase most of our bow hunting equipment from. They also carry a large selection of good used bows that have been tested, tuned, sometimes new strings installed etc..

Try all of them that are closest to his needs. Then make the decision based on what bow fits him best. It may not be that Mathews, Diamond, Hoyt or Bowtech. It might be a bow that’s a couple of years old that just feels right to him. Mine was. Since then I’ve killed deer and squirrels with it and I wouldn’t give it up for anything.
Since you are not spending that top dollar, you’ll have a bit left over for the accessories that might make him a better more accurate shooter with consistency which is really the most important thing instead of a brand name.
As far as arrows, carbon arrows, they tolerate my abuse better than aluminum, LOL!
Hope this helps you

As noted above, archery equipment is very personal. The best for me might not be the best for him. You don’t really need a $1000 bow, but you need a well fitted bow with well tuned arrows. That can only happen if you have the archer actually selecting the equipment.

As has been said, the arrows need to be made for the bow/archer combination, and the best way to ensure that is to have your boyfriend go with you to find the “perfect” bow. And the “perfect” bow is going to be the one he likes, not necessarily the one the sales-person says is the “perfect” bow.
What has been said about one bow being “best” for one person not being at all good for another holds true. “targetbutt” shoots a high-end Olympic recurve because that’s what he does: Olympic-style target archery…but his bow wouldn’t work for me, since I do a lot of roving/field archery (with small game hunting thrown in), and my arrows are therefor very different as well.
Take the boyfriend with you to a reputable archery store. Don’t worry about “ruining the surprise”, he’ll appreciate that you are getting him the new “toys”!
By the way, night-vision gear is not needed, since bowhunting at night is not legal.
